You go onto Google and you search for webhosts, you pick one, you choose a name for your site (hopefully it isn't taken unless you need to rethink) you choose the best package/deal for you (nothing is free) then thats it, you have a space on the web that you can upload all your stuff to. Probably best to learn how to build a site before you start paying for webspace though, you can use software to help you create it or you can just hand code it all in notepad.
