I think a kelper is a person who collects kelp off the beach and spreads it on the land as it is a very good fertiliser.

According to "Mad Max" Hastings, military historian, war correspondant and columnist for the Mail, the Argentinian surrender was accepted not by any member of the British armed forces, but by Max Hastings, military historian &c.

I'm here. I think there are many territorial disputes around the globe and this one is as good as any. I thought it illustrates the point that former imperialist undertakings cause later disputes to take place since land is acquired when one country is stronger than another at a given time.
Estonia is another good one. It's a small country that was ruled first by Germany then Russia. Finally Estonia runs its own show today but the Russians still have their citizens living there in large numbers and have refused to give these people passports to return to Russia.
Moscow wants them there to keep influence in the Baltics.
Argentina is a similar predicament.
