Can you simply replace the 12 teeth cog with an 11 teeth cog to make a 12-25 an 11-25?
I assume that it will shift down into the 11 no problems but will it shift back to the 13?

I have some HG50 8 speed cassettes with 11 and 12s, yes, they will interchange. Derailleurs should shift 11, 12, 13. 14 tooth smallest cog without any problems.

Yes! I do this for a mountain specific cassette when I run a 26-11 or 29-11. While climbing especially steep long climbs I like the larger gear, but lets face it, if you can use a 12 you can use an 11 even more, since that means you are descending(I don't climb in a 12 😉 ). No problems going from 13 to the 11 and back again.
