$150 (maybe $200 frames tops if they are just worth it) for 26" wheels with rackmounts?

I was thinking of getting a touring bike but the real deal is that I need rack mounts.

I've seen that nashbar mountain frame. I bought a cheap $60 steel mountain frame from them once and it was horrifying, but i'm wondering if this one is any better. is it?

are there any other frames of a similar price that would serve for heavy loads of groceries?

I should add the sette reken frame to this list.

Also, I keep thinking I once saw a seat post that could change MTB geometry into a more road type geometry. do i recall correctly?
