31.8mm stem with 31.7mm bar

1.250 inches is 31.75 mm. If you round down, it's 31.7 mm,
and if you round up, it's 31.8 mm. These should both be the
1.250 inch oversize standard. Even if they really differed by
0.1 mm, that isn't much.
