My wheelset (Bontrager Select) has marking that says 650cc and my tires says 700ccx23.

I always thought 650cc rims goes with 650cc tires and 700cc for 700cc.

Anything wrong with ze picture here?

You sure the wheel rims don't say 622? That's the bed seat diameter for 700c tires. 650 and 700c are totally incompatible.
