Adjusting the headset (threadless integrated)

All the bike parts came in finally, so I've begun building my new road bike. I had a friend bike mechanic install the integrated threadless headset and fork for me. So now I have the fork, stem, and bare handlebars attached to my frame.

When I steer the handlebars, I can sort of "feel/hear" the bearings inside moving. I loosened the headset a little bit (via the star fangled nut), and it's a little looser now. If I loosen it any more, there is going to be play in the setup, which means it's too loose. Anyone know of any way to test if the tightness of the headset is right? Like if the stem and bare handlebars are on there, and I tilt the bike to the side, should the fork and everything immediately turn? It starts to turn, but doesn't just like freely fall/turn to the side when I tilt the bike to the side.

Anyone have advise?
