I have an old Schwinn Traveler with 27" wheels; the rims have nothing to hook onto the bead of a clincher tire. Does this mean I need tubular tires?

No it may just mean you have very old clincher rims. I have a late 50 to early 60 Olmo with non hooking clicher rims. New clincher rims would still fit, you just can't air them to above 70psi, or the inner tube will pinch and pop!
Tubular rims are built completely different! To be sure you might want to post a picture.
