There is a Vicroads site linked from http://tinyurl.com/ed8jh that shows bike paths, cycle lanes and wide lanes. The interface is clunky, but the basics are there.

Melway is great. Has most bike paths fairly well defined, although it doesn't tell you which paths are sealed, and which are gravel. I still think its better than the bike paths book I bought, which you'll see in most bike shops. It had all the major paths, but there's not quite enough detail (for me).
You could also try www.bikely.com where people are invited to map there own rides which include bike paths, roads, you name it, it's there.
