Clearcoat over ano lifting?
Contaiminated surface prior to ano?

Its probably the coating over the lever getting scratched.

Shimano levers seem to have a very thick plastic like coating.

I have a pair of Shimano 2300 levers and I was sure that the levers were plastic. So sure that it was actually surprising when the plastic coating over the metallic lever started to fade on a contact area and the metallic lever was revealed.

It looks like a clear coat bonding failure--reminiscent of the failed clear coats on vehicles in the early '90s after a formulation change requirement by the EPA. There has been big shake-up in the coatings industry over the last few years due to a another round of stringent restrictions handed down by the EPA, resulting in a flood of new, unproven coatings at all levels of the industry.

I think it is rust. I don't know why it happens this way and it happens even to bikes that are well looked after. I had a frame "decorated" with squiggles all over it once.
