If it happens presumably the race director uses his discretion to ignore
that rule. That's what happened in the Tour 3(?) years ago when a ~30
strong breakway put a big enough gap on the rest of the peleton that most
of the riders were outside the cutoff time.

Incorrect. It is because he was racing a different race (u23) which in
future will be seperated from the open race. This year is an
unfortunate situation, but it won't happen again. RTFA on cyclingnews.
