yep. mike mowett uses one when he races against recumbents in the superstock class. Not sure where he got it from though. Mike tends to post quite a bit in the wisil discussion group at this site...........maybe you could ask him where he got it.
I ride a recumbent, so I have no experience with fairings on uprights. One of my recumbents uses a fairing mounted to the frame with no crosswinds problems. I think mounting one to the handlebars/fork would make you feel crosswinds more, because the winds would try to steer the bike.
