Light armor is not enough to stop a bullet, especially a .30 caliber. If they really though that there was a chance that the bullet would be a ballistic threat, there would be much heavier armor. I've repeated the pine board test with a spent bullet and a hammer.If someone was hit on the skull with the same force that was used to make a 1.5mm depression in a pine board they would suffer a serious injury.
You can try it yourself...just hit a spent bullet into a pine board,then hit yourself in the head using the same force.
After all...it can't kill you...can it?
The pine board is actually harder...you should know how effective wood is at stopping bullets.
Wood will stop a bullet much better than flesh.

No one can say that for sure; all bullets fired into the air, even straight up, won't kill. But yet again, Generally they won't.
So there, but we still don't let people do it, and it is illegal, because someone might shoot in a way that lets the bullet maintain balistic trajectory.
