You can set the bars where ever they are comfortable for YOU. That said, the 'flats' (end section to the rear of the 'hooks'😉 are usually set anywhere from horizontal to angled slightly downwards...it really depends on the anatomy of the rider, size of the frame, stem extension and bar set height.

Go to www.cyclingnews.com and study the pictures of the pro racers, then hit a cycle touring website and look at pictures there (if touring is the style of riding you'll be doing).

Again, where the brakes are postioned on the bars is a function of your preferred position and what the manufacturer of the brake/shifter levers specifies (Campy, for instance, has a dimension the levers are to positioned above a line struck from the handlebar flats.

You will also find that Shimano and Campy brakes tend to mount more naturally in different locations on different brands of handlebars. This is another area it's better to expiriment with a bit before doing your final bar wrap job.
