  1. I have seen a couple bikes where they decided not to tape it further in towards the center of the bar. Is it because they dont use the center of the bar or want to show the design of the bar to show the detail and compliment the bike more? Does it depend on the type of bar being used, as I noticed in this particular picture I see the center of the bar is more of an oval shape vs a round tubing.

    It's just a personal preference. Reasons for not taping the tops might be (1) to save weight, (2) to save bar tape, (3) don't use that part of the bar anyway, or (4) to show off the fancy shaping of the bare bar. Reasons for taping the tops are (1) to provide cush, protection and grip when riding the tops, or (2) to keep cables covered, organized, and less likely to foul with rider's hands.

    You decide.
