I very much hope that this is the beginning of a return to more traditional cycling, with team leaders riding at least two tours with the intention of doing well in both.
I think this is where the new Pro Tour is helpful, it causes teams to send the best riders to alll the events. It would surprise me if you see some top riders riding both the Vuelta and Giro, since they are seperated by a few months. Both the GIro and Vuelta would benefit greatly from top tier riders being in them.
