Your funny, yes it can be startling. My dog just gets excited when he sees a bike so he barks if they got off he would stop. The motion and the wheels make him nuts.
I would talk to them in a nice voice, like baby talk. I know it sounds ridiculous but it works. Maybe have some doggie snacks for them. Most dogs will be really nice to someone if they give a snack or two. I had a vicious dog barking at me on one street that I would travel on. Eventually he stopped and all I did was talk to him every time I saw him. The dog didn't even get up after a week or so of this.
