  1. I'm trying to turn my Specialized Allez into more of a commuter bike, what kind of stuff should I do to it? i.e. tires, racks, etc.

  2. Panniers and racks. Wearing a backpack on top of your work clothes kinda sucks and feels horrible. For tyres, get the heavier kevlar puncture resistant ones like Gatorskins. You really don't want to arrive at work 5 minutes late because of a puncture. Most racers don't have the clearance for mud guards. There are some "race blades" on PBK I would love to use but they cost an arm and a leg here.

My suggestion would be to make the Allez your good weather bike and buy a 2nd hand MTB for the bad days. (Which unfortunately, is every 2nd day here in New Zealand!)
