Bike for petite woman

I currently have a Jamis commuter frame size xs and it's too big. My arms have to be totally locked out to control the bike and have the seat adjusted properly. I also have to lean the bike over to get on. It's not comfortable and I don't feel stable on it. I am looking for something lighter weight but upright which seems impossible. Should I look for a kids bike?

Most commuters from major manufacturers are available with 26" or even 24" wheels. High end road bikes can be found with 650b (sort of a road style 26" wheel). It is not at all unusual for small women to have problems with bike fit. Most good shops can give you sound advice.
