If you want a custom built steel frame, I would suggest checking out Rich Adams, who is co-owner of the LBS I use:

I have never ridden one, but I have seen a few. They are sweet!

If you want to spend more, you surely can... Another sweet looking and popular custom frame is:

I am sure there are many others as well.

If you are talking standard off the shelf frames, the answer will be different.

Road, track, mountain or other?

What price range are you seeking?

What material(s) would you consider?

Is quality to you a nice ride with good looks and durability, or do you mean race worthy as well? Or something else?

road frames. aluminum, in the <$800 range. im looking for a dependable, amateur-racing type from a trusted brand. the frame i currently have is a size too big, not enough crotch clearance.

I love my Fort. I own a SLC-I (last years model), and I love it. It is basically the same frame as this year (SLC). Around your price range, but with carbon rear stays, and a fork included in the price!

Can't comment on durability yet, since I haven't had it for long enough, but the geometry is perfect. Especially for racing. The customer service was also great. I just can't say anything bad about the frame.

I assume you are thinking ?????? swap existing components to a new frame. If so, are they of good quality with plenty of life in them, if not is it worth the exercise. Just some thoughts.

yes, swapping dura ace crank + bb, cassette, f + r derailleur. everything in my current ride is pretty solid still, just the frame is not my size.

what are good/trusted frames (brand wise)? thanks.
