Loosen the cables a bit, for which there's usually some kind of adjuster
you can turn either near the brake levers or near the calipers.

The brakes should only ever touch the rims even when they're on, never
the tyres. If that's happening you need to move the brake shoes within
the calipers, by undoing whatever's holding them there and moving them
around a bit then tightening them up again.

  3. If you have only just got it the first port of call should be the Bike Shop
where it came from. Ask them to fix it.

Ditto, but first off if the bike was bought new, the seller was
completely at fault and the bike should be returned -- the seller
should either refund the money for the purchase or fix the bike.

The OP is British and bought it from their big box store, Tesco, not a
bike shop. In the US think a smaller WalMart.
