The only powder coater I uncovered that way is:

For wet paint, everyone recommends Hot Tubes in Worcester. One motorcycle shop also recommended
Krazy Kustoms for wet paint. However, their price for a bicycle frame was ~$500.

I'm going to check these powder coaters out, but I'm leaning towards using Spectrum Powder Works (if
I decide to go powder coat) just because they do lots of bikes and talk a good line about getting it
to look the way you want.
