brake bridge and tire clearance

Just picked up a new custom frame. Haven't built it up yet, waiting for gruppo.The issue I have is that with a Mavic helium wheel and Continental Ultra 3000 tires in 700X23 there is only about 3-4 mm (2/16")between the top of the tire and the brake bridge. Is this safe? Likely to cause any problems? Are Campy Record brakes with a reach of 40-50 mm (according to Campy) going to fit okay? The same situation exists with my other wheelset in the frame, similar tires on a Mavic open 4 CD rim.
 
Is it OK? Yes
Is it likely to pose a problem? No
Will the Campy brakes fit? Probably
