Has anybody used the record compact chainset? How does it rate? Can you change the chainset over to a regular 53/39 without changing the other components ie. front mech, levers etc?

chainset? you mean crankset right?

You can switch between compact and standard cranks w/o having to change the front derailer or front front shifter, simply swap the cranks. You may need to adjust the derailer height and travel (min/max), but otherwise, there is no new hardware to buy when changing cog sizes. Switching from a double to a tripple would require new derialer and shifter.

In 2007, Campy introduced a 'universal' compact/standard front derailleur that is designed to function with both cranksets.

Prior to that they offered separate front derailleur models to match each crankset type. As stated, by adjusting the height of either type of derailleur to the chainrings you can probably get adequate function, but i've not tried it.

The Quickshift levers are compatible with both cranksets.

All Campy Ergo levers are compatible with both double and triple cranksets.

The chain would need to be shortened.

Depends. Mind that 2007 Record compact has a different arm lenght than 2007 Record; so you can't use on compact the 53 of the standard. You would need a specific crown, maybe from FSA or other.

The 2007 front derailleur is ok, it's the same for both groups. The 2006 one is different for CT and standard; if you put the 2007 one , you're ok forever.

The levers have always been identical for the two groups.

Good to know. I do not know much about campy specifics, just figured from a mechanical standpoint that it'd function very similarly to shimano/sram.
