I note your points Kennedy, but ultimately cyclists have to be resposible for their own safety, and learn to ride defensively.
During my motorcycling days, I was taught that if you have an accident - any accident - it may well not be your fault, but it IS your problem.
Car driver range from very good indeed, through careless, to criminally insane. You may be able to do something about educating the careless or thoughtless ones, but some are beyond redemption and if you meet one you need to know what to do and how to keep yourself safe.
