If i upgrade to campy 10 speed from 9 speed, do I need a special campy 10 speed chain and chain tool? Do I need a 10 speed hub also?

Well, you need shifters(unless you are using friction),chain and cassette. you don't need a special campy chain tool. Use a campy 10 chain and a connex(whipperman) link.
