You could probably use the hub on your 24" wheel and relace it with a 26" rim. You would need a new rim, new spokes a new tire and a new inner tube.

You would not be able to put that 26" wheel on a frame designed for a 24" however.

Your post is kind of unclear on what you are trying to accomplish, but if you are trying to find a way of making a children's sized mountain bike with 24" wheels and grow it into an adult sized mountain bike with 26" wheels, its' not going to work out for you.
