There could have been a failure in the car, thus resulting in the crash, yes. However, I don't believe police can arrest a car.

Another young driver pushing a "modern" car beyond their abilities? We're seeing a lot of those recently, older, slower cars, on older less grippy tyres were how a lot of us (40+) drivers learned to drive and survive by staying within those much lower limits. One recent fatality was on a straight road were the girl ended up hitting a tree in her 206, it is suspected she'd racing someone else, to prove how good she was (young women drivers are now just as bad as the boys for this). Add the *must have a car* factor with no licence, insurance, MOT etc being no barrier to driving and I suppose it isn't surprising....Driving is seen as a right by the young these days. I have seen one driver of 13, with his girl friend and kids, driving around in a 50 quid no MOT "spares or repairs" car, every time they get caught its community service (which they don't do) and the car is crushed, within a week they have another banger, its got to the stage the local police don't even bother, if a police officer see's them they won't even follow them as its safer not to have a chase start.
