Carbon Fork problem

I just bought a Profile All Carbon Fork and the Profile Gap Cap. The Gap Cap will not stay tight, so the headset keeps getting loose(usually within a couple of miles). I've tried everything I can think of to keep it tight.

I'm seriously thinking about using JB Weld or epoxy and glue the plug into the steer tube. Does anybody have any other ideas? I'm not sure if the glue will react withe the carbon or not.
 
I had the same problem with an Ouzo Pro fork. The expander plug just wouldn't stay put in the steerer tube. I've heard of using epoxy, but I went with a different solution.

I roughed up the inside of the steerer tube with sandpaper, 180 or 220 grit or something. Just wrap some sandpaper around your finger. I also scuffed up the metal expander plug, but I think that was likely unnecessary. Problem solved.
