chainwheel/BB offset?

The BB sits centrally. I think you need to decide on the chainset you
want to use, and then buy the BB of the right axle length for that.

Centrally. But with a recumbent it isn't such a problem, as the very
long chainline means that exact lineup isn't so critical.
