City or road bike for fitness training in neighborhood environment?

Hello all, glad to be here.

Here's my situation - I'm in my mid-40s and my knees and ankles have decided that jogging is not in their best interest anymore and they are putting a stop to that. So, I'm looking at cycling as a low-impact cardio and strength alternative. Only problem is I live in neighborhood now (on a golf course, so it's fairly quiet) and miles and miles of quiet country roads are not available to me without having to drive there.
I was wondering if it is still possible to get a good cardio workout in a city environment, i.e. lots of turns, slowing and gear changes. Also, what type of bike should I consider for this type or riding? I'm guessing the choice are between a road and city bike? I currently have an older Trek 7100 city bike(in excellent condition) and was wondering if this would work for my situation or should I look into getting a road bike?
