I looking to purchase new or used (in good condition) a mountain bike with the following features:

(1) Dual Suspension (heavy duty) Aluminum frame.
(2) Hydraulic brakes, cable controled or hydraulic disc brakes?
Question: Which is better, cable or hudraulic operated?
(3) With Dual Suspension bikes I seen various types of rear suspension.
Question: Is there a differnce between hydraulic and spring types, are
there any other types?
(4) I have seen shock mount seat posts.
Question: If I buy a full suspension mountain bike, would it help to by
a shock mounted seat post, or is that unnessary?
(5) I seen shock mounted handle bars.
Questions: Same as above, helpful or overkill.

Note: I plan to use this bike mostly on the streets of Miami, I may use on rough road conditions. My main reason is I want a full suspension bike for the comfort of the ride. I will not riding over steep hills, but also want a heady frame, since I have heard that Aluminum frames are not as strong as steel. So may be a heavy duty frame but hold up better for the life of the bike.

I will not consider Walmart, Kmart, or ther discount chain for a bicycle. I prefer a bike dealer.

What would you l recommend for the least expensive model with these type features? Also if you're selling a mountain bike in the Miami please contact me.
