Ideally, I would love to drive out to the nearest mountain and to work on my threshold power. The drive is about an hour away. Now, there is this 8% grade hill 1.5 mile long just outside of NYC. Which is better to work on my threshold power? To do the 25 minutes climb twice on a mountain versus climbing 5 times on this short hill? Logistically, it is a lot easier to head to this short hill and doing repeats on hill. Adding that I would ride there so my body would have warmed up well already.

I'll vote for the short hill. The easy access means you'll be wanting to swing by there more often for a little of the ole 'up-and-down.' 😉
Use the long hill as a montly FTP test ride. The extra build-up and preparation of having to get out there will help put you in the zone. 😎

I agree with frenchyge's post, but would add - using the 10 minute hill for long VO2max work also (4-5 x 8mins).

If it was going to take me an hour to get somewhere to train, and an hour back then I would make the most of it. Not just 2 * 25 but more like 4 ascents at a lower power (low l4, high l3, probably 4*30 in the end), to make the drive worth while. Probably just easier to do the 4 * 10 on the close hill in the end.
