What's the combine jersey for those of us who haven't been around that long?

the combine jersey is for riders who are doing well in all disciplines during the tour. i believe the last time it was used in the tour was the early 90's. i cant remember the reason given for scrapping the jersey, only that i know i didnt agree with it at the time.
