I may have missed this point being made in the current URC helmet wars but it would seem to me that .... 1. Helmets may or may not be a good idea. 2. Any difference is marginal either way. 3. The cyclist is only putting himself at increased risk (if indeed he is).
Therefore the decision should be left to the cyclist as goverment in this as in other areas of life should should only intervene where needed.
