Happened last year in Reading,. at a point where a former rat-run road had had bollards inserted
in order to precent cars going past. I think I posted details on here, including the police
contact numbers.

It was a bloody great metal bar used to beat the cyclist as well ;(

Not sure what the motive was, (the police pressrel was unclear), whether it was in order to steal
the bike, or just to "claim territory"
