creased carbon fork steerer

To whom it may concern:

I went to a cyclery and saw an oversized (1 1/8") treadless carbon fork steerer for sale. Upon a close scrutiny, I found that one or two of the carbon fibers were improperly woven well and there were longitudinal creases each on both lateral sides of the fork.
Is the fork roadworthy? Will it not buckle down during a heavy and fast ride?

is it worth taking the chance? i mean i am sure it isnt that much cheaper than you can buy one for that wouldnt have such defects. i know nashbar is closing out thier fork for like 80 us dollars, brand new not seconds.
 
The primary concern would be delamination. If the carbon was thermoset correctly it should not be a big deal providing it is not up on the steer tube where the stem clamps.
