If it's over about $500 you usually have to pay something.
Although I've brought in bike frames worth about $600 and
haven't had to pay anything at all. My brother got some golf
clubs from America for about $500 and had to pay 10% GST.

if you are buying it in person and can get it boxed up, preferably in an old-used box from the LBS, and can make it look like an un-new bike (maybe stick a computer, stickers on it?) then you can say its your personal bike from touring or whatever. You shouldnt have to pay anything other than the standard (if any. Qantas dont charge anything beyond $20 if you are travelling with it).
