can they actually issue fines? is the new byelaw 10 mph? if so how does
one ensure one is complying on a bike with no speedo? Sounds like a
typical example of a shared use path which peds pay no attention to
bikes on and a few riders ride without sufficient respect for other
users. Silly season methinks.
