What would be the legal ramifications of an Internet database where you could post incidents?
Something that would be search-able by plate number. You would then know a record of trouble to go to the local police with when you complain.

I can't speak for Canada, but in the US, there are privacy laws that could keep this from ever getting off the ground, even if it is considered public information.
