no Beltran seems to be the only minor surprise, especially after Lance went out of his way to make sure he was retained.

Not a surprise. It has been known for months (including pre-Giro) that Beltran would not ride the TdF. He was SUPPOSED to help Savo in the Giro, and then rest up for the Veulta. He is going to be axed at the end of the season, I think, unless he does something special in the Giro (like help TD a lot).
