The impulse-response model says that changes in "fitness" occur with an effective time constant of (approx.) 30-60 days.

Why do I feel a positive adaptation from a new training load in as little as one week then? Is the model just saying that peak adapation happens after 30-60 days?
 
The time constant dictates how long it takes for complete adaptation to the new training load (or 'plateauing', assuming the load is maintained for that entire period). The adaptations themselves start during post-exercise recovery.
