Echo-F2 Computer

I have a ECHO-F2 computer on my road bike. I want to check and re-set my tire diameter to a 700x23 and what the numbers they call for our. If you have a ECHO-F2 on your bike and still have the function instructions could you please let me know how to check and re-set for a 700X23 tire. I just had to change my battery after 4 years and cannot find the instructions. I lost all memory in my computer and my mind.
