Fitness testing

I've been cycling for about 8 months now,and would like to get more serious about training.Does anyone know if there is a way to "accurately" test my current fitness level.(max heart rate)I would like to do some heart rate training,and want proper set of guidelines to follow.Rather than just relying on the average.I live in Canada,so I can't just get a doctor to do all the tests for no medical reason.
