fitting 26" wheel to 650c forks ?

The 26" MTB rim will be 12mm smaller in diameter. That means the top
of the rim (where it goes through the brake) will be 6mm (1/4"😉 lower.

So you should be able to install a pair of Shimano R6000 or Tektro
57mm dual-pivot brakes and get the 26" spec rims to work.

Your front end will drop somewhat, and your saddle will be angled too low,
and your headtube angle will steepen, too. Are you currently running a
suspension fork?

no. not running suspension, just a very heavy CrMo fork which I want to
replace, but carbom MTB forks are rare and v expensive, wheras 650c carbon
forks are v cheap.
