Fix It Or Buy Something Else?

I have been wanting to get into cycling for a while now and finally have some money to do so (tops of $350). I found this old bike on my parents property and just wondering what would be best. Fix or buy a different bike. All I know about it is that it's a steel, 10 speed, Western Flyer, that was made in Korea. Obviously the chain and tires need to be replaced, the crankset and gears are rusty, and the rims have some rust. But it is my size and noting is bent or broken. I'm not worried about the appearance or the rusty brackets, I can restore those and repaint it. Should I make it, as well as upgrade it as interest and money allow, what I want?
