Flagging strava segments

I didn't know people could flag certain segments because they thing if it is too dangerous for them, is too dangerous for everyone, what kind of fascist thing is this? I have the pc version of Strava?

KOM, climbing UP a mountain flagged as dangerous?

What was the KOM? Grade, distance etc?
