I don't know who Bo Bice is, but unless there's another "incident" I
believe the references is to the women's National championship lacrosse
team from Northwestern University. They were invited to visit the
White House and had their picture taken with President Bush. When the
photo hit the media, it was noticed that something like 9 of the 14
ladies in the front row of the photo were wearing flip-flops. Their
idea apparently was to auction off the flip-flops on ebay to raise
money for a young girl with a brain tumor, but their family members
(and then others, when the story hit) were horrified at the lack of
decorum it showed. It was a flash-in-the-pan newsstory for a few days.
