I'm building up my Slingshot DD-X cyclocross bike and I've run into a front der snag. The size I need is 34.9, so it's not a matter of just transfering my old front from my steel bike. My questions are a; can you run a triple FD using double 36/46 rings? and b; can you use a 10 speed FD with an 8 speed chain?

You can make it work, but you will probably be disappointed with the quality of the shift. You are going miss a lot of shifts which is not good in cyclecross.
