i fitted an orbit "X" headset to my fixie last night, and there's a huge gap between the top race cover and the upper cup. looks like the compression ring is not snugging down far enough. are they all like this? looks /real/ ugly.

the cartridges are fitted correctly.
IIRC, try putting the cover on before the centering ring. If I recall, the centering ring will center on the bearing itself, leaving the cover high, as you found, if you do it the other way around.
